Changes drain commissioner election cycles from 1976 to 2008 as the baseline year for four-year election intervals.

Allows county boards in counties with populations under 12,000 to abolish the drain commissioner office by 2/3 vote and transfer duties to the county road commissioners board.

Permits counties with populations between 12,000 and 35,000 to place a ballot question on abolishing the drain commissioner office with the incumbent commissioner's written approval and 2/3 board vote; abolition takes effect January 1 of the third year after voter approval.

Allows counties that previously abolished the drain commissioner office to reestablish it through the same ballot process with 2/3 board vote.

Permits county boards to combine drain commissioner duties with public works functions under a single elected public works commissioner, or rename the office to "water resources commissioner" if the drain commissioner performs additional environmental functions.
