Allows absent uniformed services voters and overseas voters to request and receive absent voter ballots through electronic transmission, with voters required to print and mail back the voted ballot.

Permits county, city, township, and village clerks to electronically transmit voter registration applications and absent voter ballot applications upon request from absent uniformed services voters and overseas voters.

Establishes that spouses and dependents of overseas voters who are U.S. citizens and accompanying the overseas voter may apply for absent voter ballots even if not otherwise qualified Michigan electors.

Requires the Secretary of State to prescribe electronic ballot formats and transmission methods, and to modify ballot instructions to include a statement that ballot secrecy may be compromised during electronic duplication.

Applies to the August 3, 2010 election and all succeeding elections, with an effective date of June 1, 2010.
