Establishes "next Michigan renaissance zones" within next Michigan development districts to support eligible businesses engaged in multimodal commerce, supply chain services, and manufacturing that receive or ship products via air, road, rail, or water.

Limits certification of qualified eligible next Michigan businesses to a maximum of 25 statewide and 10 per development district, with zones lasting 5-10 years (extendable to 15 years total for individual businesses).

Requires written agreements between the Michigan strategic fund board, next Michigan development corporations, and certified businesses that include provisions to revoke exemptions or require repayment if businesses violate terms, fail to commence operation within 2 years, or relocate outside the district.

Restricts next Michigan renaissance zone benefits to property owned or leased by and business activity conducted by qualified eligible next Michigan businesses only, excluding casino operations and other non-qualifying entities.

Adds definitions for agricultural processing facilities, renewable energy facilities, forest products processing facilities, border crossing facilities, and pharmaceutical recovery renaissance zones to expand eligible uses within renaissance zones.
