Transfers fire prevention and safety regulatory authority from the Department of Environmental Quality to the Bureau of Fire Services, including oversight of flammable liquids, hazardous materials storage, and compressed gases.

Restructures the State Fire Safety Board to consist of 17 members representing organized fire departments, hospitals, nursing homes, schools, building trades, engineers, architects, and other stakeholders, with members appointed by the governor with senate consent.

Maintains existing certification requirements and fee schedules for aboveground storage tank systems, dry cleaning establishments using flammable liquids, and facilities storing hazardous materials, while shifting administration to the Bureau of Fire Services.

Establishes procedures for hazardous materials information disclosure to fire chiefs, including requirements for employers to provide chemical inventory lists and material safety data sheets within 10 working days of written request.

Allows the state fire marshal to grant variations from fire safety rules upon finding that variations do not create hazards to life or property, with decisions appealable to the State Fire Safety Board.
