Amends the Public Safety Officers Benefit Act to expand health coverage for surviving spouses and dependents of public safety officers killed in the line of duty.

Provides state-funded health coverage comparable to what the deceased officer received at the time of death for firefighters, law enforcement officers, and emergency first responders who die in the line of duty on or after the bill's effective date.

Coverage for surviving spouses ends if they obtain comparable health coverage from another source; coverage for nonspouse dependents also ends upon obtaining other coverage or reaching age 18 (or 26 if enrolled full-time in high school or college).

Extends health coverage retroactively to surviving spouses and dependents of law enforcement officers who died in the line of duty between October 1, 2003 and August 1, 2007 and whose coverage was not continued by their public agency.

Adds "emergency first responder" to the definition of public safety officers eligible for benefits under the act.
