Appropriates $16,851,600 in supplemental funding for the Department of Education for fiscal year ending September 30, 2010, with 74.0 full-time equated positions.

Allocates $16,358,800 to the Library of Michigan, including $4,601,400 for operations (59.0 FTE positions), $5,557,400 for library services and technology programs (2.0 FTE positions), $6,000,000 in state aid to libraries, and $200,000 for book distribution centers.

Funds various Department of Education divisions including State Board of Education ($164,600), School Improvement Services ($256,300), Grants Administration ($46,800), and Information Technology Services ($21,300).

Requires appropriations to support state-level race to the top reform activities, including a school reform officer, school excellence oversight, and basic instructional materials hotline processing.

Mandates the Library of Michigan maintain custody of non-Michigan genealogy and federal documents collections without public access requirements and prohibits their sale or disposal.
