Appropriates $28,380,000 for the Department of Corrections for fiscal year ending September 30, 2010, with $2,205,600 from state general fund and $26,174,400 from other state restricted revenues.

Establishes county jail reimbursement program with $9,720,000 to reimburse counties for housing convicted felons who would otherwise be imprisoned, at rates of $60, $50, or $35 per diem depending on crime classification.

Sets eligibility criteria for reimbursement based on sentencing guidelines ranges, prior record scores, and crime dates on or after January 1, 1999, with reimbursements limited to sentences up to one year.

Allocates $18,660,000 to Muskegon correctional facility for custody, treatment, and administrative costs associated with housing prisoners from other states, funded from state restricted revenues.

Creates quarterly reimbursement committee including legislative chairs, Department of Corrections representatives, state budget office, and county/sheriff association representatives to review eligible reimbursement requests and authorize legislative transfers if appropriation is insufficient.
