Allocates $79,489,200 to Department of Community Health for medical services including hospital services, long-term care, and health plan services, with funding from federal revenues and state restricted funds.

Provides $3,960,000 to Department of Human Services including $2,000,000 for demonstration projects allocated to Self-Help Addiction Rehabilitation, Inc. (SHAR), with significant federal ARRA emergency TANF contingency funding.

Designates funds as temporary work project appropriations for nonpoint source pollution prevention ($3,000,000), Help America Vote Act implementation ($5,872,700), and property tax audits ($3,000,000), with completion dates extending to 2012-2014.

Appropriates $878,000 to Legislature for senate and house census tracking and reapportionment activities as a multi-year work project through September 30, 2013.
