Requires each city or township clerk to maintain a permanent absent voter list for registered electors who request placement on the list.

Permits county, city, or township clerks to mail notices to registered electors informing them of the option to request placement on the permanent absent voter list.

Requires voter registration applications and absent voter ballot applications to include a checkbox allowing electors to request placement on the permanent absent voter list.

Allows registered electors to request placement on or removal from the permanent absent voter list by contacting the city or township clerk in person, by phone, fax, email, or first-class mail.

Directs clerks to automatically send absent voter ballot applications to all electors on the permanent absent voter list for each election, and permits removal of electors who have not requested a ballot in any election during the previous 4 consecutive years.
