Amends Michigan's concealed pistol license law to clarify residency requirements for active duty military personnel stationed outside Michigan but with home of record in the state.

Allows military members with permanent active duty assignment in Michigan but home of record elsewhere to apply for a concealed pistol license immediately upon establishing residency, with automatic issuance of temporary license.

Modifies provisions relating to disqualifying misdemeanor convictions by adding reference to ignition interlock device violations and clarifying the timeframes for DUI and related offenses (within 7 years for certain violations).

Removes section 228 (failure to have pistol inspected) and section 145a (accosting/enticing child for immoral purposes) from the list of disqualifying misdemeanors within the 3-year lookback period.

Specifies that military personnel exemptions under section 12a do not require them to obtain a concealed carry license.
