Amends the Natural Resources and Environmental Protection Act to modify fish possession limits established by the Department of Natural Resources

Allows a person to possess one day's daily possession limit of fish at the catch location, in transit to their vehicle, residence, or temporary lodging

Permits possession of an additional two days' worth of processed fish beyond the daily limit if processed by canning in sealed containers, smoking, drying, or freezing

Treats processed fish aboard vessels, on water, or at dockside as part of a person's possession for purposes of the additional processing allowance

Takes effect April 1, 2011, contingent upon enactment of House Bill 5662
