Establishes circuit court filing fees of $150 for civil actions and appeals, $85 for jury trial demands, and $20 for motions, with portions distributed to state and county treasuries.

Requires fees of $80 for custody or parenting time determinations and $40 for child support modifications in family law cases, with proceeds going to county treasuries.

Sets monthly service fee of $3.50 for support or maintenance payments collected by friend of the court or state disbursement unit, distributed to county general funds and state court fund.

Bill takes effect only if Senate Bills 105, 106, and 107 of the 95th Legislature are also enacted.
