Raises the babysitting services exemption threshold from $600 to amounts consistent with Internal Revenue Code Form 1099-MISC reporting requirements for family child care homes.

Allows school-age child care facilities and programs licensed for at least 2 years with no substantial violations to apply for exemption from routine inspections and on-site visits.

Requires exempt facilities to maintain licensing status, comply with all applicable rules, submit annual compliance documentation, and remain subject to investigations for alleged violations.

Permits the Department of Human Services to rescind exemptions if a facility willfully and substantially violates the act, its rules, or the terms of its license.

Takes effect immediately upon approval by the Governor on November 20, 2009.
