Individuals licensed to carry concealed pistols or federally licensed firearms dealers are exempt from obtaining a license under section 2 to purchase, carry, possess, or transport a pistol.

Sellers must complete a quadruplicate record form for pistol purchases by licensed concealed carry permit holders or federally licensed dealers, with the purchaser's license number included on the form.

Purchasers must forward 2 copies of the sales record to their local police department or county sheriff within 10 days of purchase; failure to comply results in a civil infraction with a maximum fine of $250.

Purchasers may carry the pistol for 30 days after purchase while in possession of their copy of the sales record, and thereafter may carry without the record.

Making a material false statement on a sales record is a felony punishable by imprisonment for not more than 4 years or a fine of not more than $2,500, or both; effective February 15, 2011, contingent on enactment of HB 5473.
