Amends MCL 600.4701 to expand the definition of "crime" for property forfeiture purposes to include violations of the natural resources and environmental protection act (parts 111 and 121), medicaid false claim act, Michigan antitrust reform act, and uniform securities act.

Adds violations of specific sections of the Michigan penal code (sections 49, 75, 94-96, 100-106, 110, 112, 117-121, 124, 145c-145d, 157q-157r, 174-176, 180-182, 213-214, 218-219a, 224, 248-255, 263-264, 271-274, 300, 356-360, 529-531, 535, 540c, 540g) and chapters LXVIIA and LXXXIII-A to the list of forfeitable crimes.

Includes violations of the child sexual abuse material act (1978 PA 33), occupational code section 601, and the statute addressing certain unlawful conduct (1979 PA 53) as crimes for which property forfeiture applies.

Defines key terms including "crime," "instrumentality of a crime," "proceeds of a crime," "substituted proceeds of a crime," "person," and "security interest" for forfeiture proceedings.

Takes effect April 1, 2011, contingent on enactment of House Bills 5575, 5576, 5577, and 5579 of the 95th Legislature.
