Department shall not issue annual permits for new signs on or after January 1, 2007, but permits issued before that date remain valid.

Permit holders can exchange valid permits for interim permits if they remove existing sign structures and surrender their permits, with the department having 30 days to verify removal or it is automatically deemed complete.

Beginning the effective date until January 1, 2012, no new or interim permits shall be issued for signs with changing illumination, motion, rotation, animation, or flashing/moving lights.

After January 1, 2012, signs with static messages that change no more than once per 6 seconds (with changes completing in 1 second) may be permitted if luminance levels do not exceed specified thresholds and the sign defaults to static display upon mechanical failure.

Violations of sign movement or illumination restrictions result in penalties of $100 per day for initial violations, $1,000 per day for first repeat violations, and permanent removal of variable message display devices for second repeat violations.
