Limits driver responsibility fees through December 31, 2011, assessing $100.00 for accumulating 7 or more points on a driving record within 2 years, plus $50.00 for each additional point above 7.

Establishes $1,000.00 annual fees for 2 consecutive years for serious violations including manslaughter, felonies involving motor vehicles, DUI/OWI violations, hit-and-run, and fleeing police.

Establishes $500.00 annual fees for 2 consecutive years for violations including reckless driving, improper vehicle registration, and insurance violations; eliminates these fees for violations committed on or after January 1, 2012.

Requires Secretary of State to send notice of assessed fees and suspend driving privileges if payment is not received within 60 days; allows payment by installment plan for up to 24 months.

Creates Fire Protection Fund to receive driver responsibility fees exceeding $65,000,000 annually, with funds used for fire protection grants to municipalities with state-owned facilities, while the first $65,000,000 annually goes to the general fund.
