Allocates up to $1,700,000 for fiscal year 2010-2011 to the Department of State Police for an integrated IP-based 9-1-1 mapping system as matching funds for a federal grant under the Ensuring Needed Help Arrives Near Callers Employing 911 (ENHANCE 911) Act.

Restricts funding to acquisition, deployment, construction, administration, and maintenance of the state integrated IP-based 9-1-1 mapping system, with costs paid only from the allocated amount and federal grant money.

Maintains existing 9-1-1 fund distribution framework with 82.5% to counties with final 9-1-1 plans, 7.75% for local exchange provider reimbursement, 6.0% for PSAP training, and 3.75% to the Department of State Police for regional dispatch operations and administrative costs.

Provides additional $5,000,000 for fiscal year 2009-2010 and $7,000,000 for fiscal year 2010-2011 to the Department of State Police for the Michigan Public Safety Communications System.
