Amends section 2154 of the Natural Resources and Environmental Protection Act to establish payment deadlines and procedures for payments in lieu of taxes claimed under the act.

Requires assessing districts to submit assessment statements to counties by December 1 annually, counties to forward statements to the Department of Natural Resources by December 15 annually, and the state treasurer to distribute payments to assessing districts by February 14 annually.

Directs funding for payments in lieu of taxes to be charged against the state school aid fund for assessments by local school districts, intermediate school districts, or community college districts.

Charges remaining payment obligations first against restricted revenue sources of the Department of Natural Resources (not to exceed 50%) and then against the general fund for any balance.

Authorizes proportional distribution of partial payments when available funds are insufficient, with an exception allowing proration for the 2010 state fiscal year only.
