Requires persons 17 years of age or older to possess a valid fishing license to take or possess aquatic species in Michigan waters, with exemptions for aquatic insects.

Sets restricted fishing license fees at $15.00 for residents and $34.00 for nonresidents, allowing capture of all aquatic species except trout, salmon, lake sturgeon, lake herring, amphibians, reptiles, and crustaceans.

Establishes all-species fishing license fees at $28.00 for residents and $42.00 for nonresidents, with a $2.00 fee for persons under 17 years of age.

Allows 24-hour fishing licenses at $7.00 per consecutive 24-hour period ($3.00 for senior citizens) and introduces 72-hour fishing licenses effective in 2010 at $21.00 ($9.00 for senior citizens).

Act takes effect only if House Bill No. 5481 is enacted into law; approved by Governor on March 26, 2010.
