Mandates that public employers maintaining a public website post the required health benefits information on their website for public access.

Requires the Department of Management and Budget to submit a consolidated report to the Secretary of the Senate and House Clerk within 90 days of receiving employer reports, including average benefits, average premium costs, cost-sharing amounts, and a projection of total costs to cover all public employees.

Defines "public employer" to include the state, local political subdivisions, school districts, public school academies, intermediate school districts, community colleges, and institutions of higher education.

Defines "public employee" to include employees, officers, elected officials, and retired employees of public employers.
