Modifies massage therapist licensing requirements to include reciprocal recognition for those currently licensed in other states with substantially equivalent standards, and provides grandfather provisions for practitioners with specified years of experience before January 9, 2009.

Updates dietitian and nutritionist licensing to recognize registered dietitians with the commission on dietetic registration and establishes temporary licensing provisions valid for up to 2 years for those meeting certain employment history requirements.

Changes emergency medical services personnel license denial or suspension procedures to require certified mail or personal service notice with 30-day written request period for hearings, with default resulting in automatic license denial or suspension.
