Amends Michigan Vehicle Code Section 205 to require the Secretary of State to maintain an office in the state capitol complex and other locations as necessary.

Requires at least one office in each county and in each city with a population of 10,000 or more, but not within 5 miles of an existing county office; exemptions apply to counties with 300,000+ population and contiguous cities with combined 10,000+ population.

Preserves all offices operating on December 1, 2009 that were located in cities or townships with populations of 10,000 or more.

Prohibits licensed vehicle dealers under Section 248 from being appointed to conduct, manage, or work as employees at Secretary of State branch or fee offices.

Allows the Secretary of State to require bonds from office personnel for handling money, and limits personal liability for losses due to robbery, larceny, embezzlement, riot, or acts of God.
