Amends the Michigan legislative retirement system act to require health insurance coverage (hospitalization, medical, dental, and vision) for retirants, survivors, beneficiaries, and deferred vested members who became members on or before January 1, 1995.

Mandates coverage be provided in accordance with the Michigan health benefits program act and subject to section 21 of that act.

Requires the retirement system to maintain insurance coverage at a level equal to or greater than coverage in effect on December 1, 1992.

Authorizes the retirement board to increase co-pays and deductibles for enrolled individuals.

Takes effect only if House Bill No. 5345 of the 95th Legislature is enacted into law.
