Amends Michigan's transportation funding statute (1951 PA 51) to modify definitions and reporting requirements related to state transportation funds and comprehensive transportation services.

Expands the definition of "eligible authority" to include authorities organized under the regional transportation authority act, in addition to those created under the metropolitan transportation authorities act of 1967.

Requires the state transportation commission to submit annual reports by May 1 detailing fund distributions to eligible authorities, intercity carriers, and governmental agencies, along with accounting of expenditures and progress on approved transportation programs.

Modifies provisions governing $2,000,000 annual credits returned to cities, villages, and townships within eligible authorities, allowing them to apply these credits for public transportation purposes within the authority's jurisdiction and coordinate services across multiple municipalities.

Takes effect only upon enactment of Senate Bill No. ____ or House Bill No. 5731 of the 95th Legislature.
