Amends the Motor Bus Transportation Act (1982 PA 432, MCL 474.104) to clarify exemptions for public transportation authorities from state regulation.

Exempts motor carriers of passengers that are counties, cities, townships, villages, or authorities incorporated under specified transportation acts, including the Metropolitan Transportation Authorities Act of 1967 and the Public Transportation Authority Act of 1986.

Grants exempt authorities exclusive jurisdiction to determine their own routes, hours of service, transit vehicle miles, service costs, and capital improvements within their service areas.

Requires exempt authorities to comply with the Motor Bus Transportation Act when operating outside the political subdivisions permitted by their authorizing statute or interlocal agreements.

Ties the bill's effectiveness to the enactment of Senate Bill or House Bill 5731 of the 95th Legislature.
