Requires the department to establish an electronic monitoring system to track schedule 2, 3, 4, and 5 controlled substances dispensed by veterinarians, pharmacists, and dispensing prescribers in Michigan.

Mandates reporting of patient identifiers, substance name, dispensing date, quantity, prescriber, and dispenser information in an electronic format approved by the department.

Exempts veterinarians, pharmacists, and dispensing prescribers from paying new fees for the monitoring system and any data transmission costs.

Allows the department to share reported data with licensing boards, law enforcement, Medicaid programs, practitioners treating patients, and contracted entities for drug investigations and disciplinary purposes.

Prohibits recipients of data from sharing it further except by court order and exempts monitoring data from public records and freedom of information requests.
