Changes the Department of State Police inspection requirement from mandatory ("shall") to discretionary ("may") for school buses and large motor vehicles (12+ seating capacity) owned by nonpublic schools, religious organizations, nonprofit youth organizations, nonprofit rehabilitation facilities, and senior citizen centers.

Removes the requirement that inspections be conducted "as provided in this section," making the inspection process discretionary rather than mandatory.

Allows the Department of State Police to delegate vehicle inspections to publicly employed inspectors if inspections comply with the section.

Changes the Department of State Police's authority to promulgate safety equipment rules from mandatory ("shall") to discretionary ("may").

Updates the citation for the Administrative Procedures Act from Act No. 306 of the Public Acts of 1969 to the more current reference format (1969 PA 306, MCL 24.201 to 24.328).
