• Creates a local public recreation facilities fund within the state treasury administered by the Department of Natural Resources for grants to local units of government for public recreation facility development.

• Establishes the forest recreation account and state park improvement account as accounts within the Michigan conservation and recreation legacy fund, consolidating revenues from concessions, leases, contracts, fees, permits, and other authorized sources.

• Distributes recreation passport fee revenue with first $1,000,000 annually for Secretary of State administration costs, followed by fixed allocations to state park improvement ($10,700,000) and waterways accounts ($1,030,000), with remaining revenue split among state park capital/operations, local recreation facilities (10%), and forest recreation account (7%).

• Requires annual reporting to the legislature beginning February 1, 2012 on recreation passport fee revenue collection, allocation, usage details, and the adequacy of revenue for funded purposes.

• Takes effect October 1, 2010, contingent upon enactment of Senate Bill 389, House Bill 4677, and Senate Bill 1057.
