Eliminates health insurance coverage (hospitalization, medical, dental, and vision) paid by the Michigan Legislative Retirement System for legislators who began serving on or after January 30, 2009.

Maintains existing health insurance benefits for retirants, survivors, and beneficiaries who were members before January 30, 2009, with coverage levels at least equal to December 1, 1992 standards.

Allows the retirement board to increase co-pays and deductibles for enrolled members under the existing insurance coverage.

Removes health insurance vesting eligibility for Tier 2 qualified participants who were serving as legislators on or after January 30, 2009, while preserving vesting rights for those who began service before that date.
