Prohibits cattle, horses, sheep, and swine from running at large or grazing on department of natural resources and environment lands without a written permit from the director.

Authorizes the director to seize animals found grazing or running at large in violation of the act and impound them with proper care, food, and water.

Requires the director to post notice of impounding within 48 hours and conduct a public auction sale if the owner does not claim the animal within 7 days.

Allows owners to reclaim impounded animals by filing a claim within 24 hours before the auction and paying 50 cents per day of impoundment.

Clarifies that swine running at large constitute a public nuisance and that the act does not limit authority under PA 328 to kill swine running at large on department lands.
