Amends 1879 PA 248 to prohibit owners of cattle, horses, mules, sheep, swine, or goats from allowing these animals to run at large in any public place in cities or villages with populations of 7,000 or more inhabitants.

Authorizes law enforcement officers and animal control officers in such municipalities to seize and impound animals found running at large and hold them until disposal as provided by law.

Removes the exemption that previously applied to the city of Ludington from these animal control requirements.

Adds section 13 clarifying that the act does not limit authority under MCL 433.14a to kill swine running at large and designates swine running at large as a public nuisance.

Takes effect only if House Bill No. 5822 of the 95th Legislature is enacted into law.
