Amends the electrical contractor licensing requirements to require either a master electrician's license or at least one full-time master electrician employee who is actively in charge of code compliance.

Authorizes the Department of Energy, Labor, and Economic Growth to investigate licensed electrical professionals and hold hearings under the Administrative Procedures Act for violations including fraud, willful code violations, false advertising, and act violations.

Allows the board to impose sanctions including license suspension, denial, revocation, and restitution for violations found after a hearing.

Establishes that finding two violations within two years allows the board to double fines, and finding three violations within three years mandates license revocation and permanent denial of reapplication.

Takes effect only if House Bill No. 5830 is enacted into law; effective date August 23, 2010.
