Prohibits dental care corporations from requiring dentists to charge fees set by the corporation for services not covered under subscriber agreements.

Prevents corporations from using deductibles, copayments, or coinsurance structures designed to provide minimal reimbursement and circumvent this section, with the commissioner authorized to investigate complaints.

Excludes from regulation services where patients select higher-cost materials than covered options and agree to pay the difference, or services with copayments exceeding 50%.

Excludes services subject to deductibles greater than $20 per service or annual deductibles that the corporation knows will not be met by at least 50% of affected subscribers.

Applies to dental care corporation contracts entered into after enactment; for existing contracts, applies upon the next extension, renewal, or modification.
