Requires annual independent audits designated by the legislative auditor general, with results made public in compliance with the Freedom of Information Act and submitted to governing bodies and the legislature by December 1 each year.

Mandates at least one public hearing at least 120 days before any proposed rate increase takes effect, with notice published in daily newspapers and mailed to served municipalities at least 30 days prior.

Prohibits final votes on rate increases until public hearings are concluded and considered by the city's governing body, except for rates necessary for debt retirement under bond obligations.

Requires systems to post all contracts and expenditures exceeding $25,000 on their website.
