Establishes funding for drug treatment courts ($6,133,000), foster care review board, community dispute resolution, judicial information systems, and direct trial court automation support.

Restricts out-of-state travel to legally mandated, health/safety, budget-saving, federally required, specialized training, or federally-funded purposes, with exceptions requiring chief justice approval and monthly reporting.
