Appropriates $10,937,260,500 from state school aid fund and $18,642,400 from general fund for fiscal year 2010-2011, plus $184,256,600 in remaining federal American Recovery and Reinvestment Act funding.

Establishes $170 per-pupil funding reduction for 2010-2011 that districts may apply flexibly if they develop service consolidation plans to reduce operating costs, or otherwise must apply first to section 22b funding.

Allocates up to $311,770,300 in federal Title I funding to provide one-time per-pupil payments to districts and public school academies, with additional allocations of $4,500,000 to intermediate districts.

Maintains special education reimbursement allocations of approximately $1,057,883,000 for 2010-2011, including federal IDEA funding and state funds for approved costs and special education transportation.

Creates new section 152a allocating $25,624,500 for 2010-2011 to reimburse districts and intermediate districts for state-mandated data collection, maintenance, and reporting costs as required by court order in Adair v State of Michigan.
