Allows villages to post legal notices in the village clerk's office and on at least one of three platforms (village website, official newspaper website, or public access cable television channel) as an alternative to publishing in a newspaper of general circulation.

Permits village councils to reduce trustees from 6 to 4, change trustee election timing, or adopt ordinances for appointment of clerk and/or treasurer by presidential nomination and council approval through a 2/3 council vote.

Requires ordinances changing council structure to be adopted at a meeting held at least 10 days after initial consideration, with public notice published or posted at least 10 days prior on multiple platforms.

Gives ordinances changing council structure a 45-day delayed effect unless 10% of registered electors petition for a referendum, in which case the ordinance requires voter approval at an election.

Allows villages to adopt state statutes, vehicle codes, and building/fire/electrical codes by reference in ordinances without publishing the full text, provided copies are kept available at the clerk's office and a notice is published indicating where the complete code can be reviewed.
