Requires local civic organizations to include provisions in their governing documents ensuring perpetuation as nonprofit organizations and that all assets revert to either the local government or a 501(c)(3) exempt organization upon dissolution.

Clarifies that assets must be used for charitable purposes and cannot be distributed to members for personal gain.
