Establishes the "State Employee Health Savings Account Act" to create and implement health savings account options for state employees.

Requires the Civil Service Commission and Office of State Employer to establish health savings account programs as an optional benefit within group benefit plans for eligible state employees and their dependents.

Health savings accounts must meet federal tax incentive requirements under 26 USC 223 and the Medicare Prescription Drug, Improvement, and Modernization Act of 2003.

Mandates the program offer at least 2 high deductible health plan options paired with health savings accounts for employee and employer contributions.

Allows the Commission to accept high deductible health insurance policies purchased by employees as an alternative to high deductible health plans under rules it adopts.
