• Creates the Intergovernmental Advisory Office headed by a governor-appointed director to serve as the central state agency connecting local governments to state department services and resources.

• Establishes the Intergovernmental Grant and Loan Fund in the state treasury to award grants to local units of government for cooperative pilot programs and joint ventures, and to make loans for collaborative capital purchases.

• Directs the office to develop common operational standards for local governments, evaluate state laws for barriers to intergovernmental collaboration, and identify opportunities for shared services and consolidation among local agencies.

• Requires the office to provide technical assistance including consultant services, financial models, legal services, and expert teams (attorneys, accountants, former superintendents and city managers) to support local government coordination efforts.

• Sunsets automatically 2 years after enactment and requires annual reporting to legislative committees on office activities and recommendations.
