Amends section 14a of chapter XVII of the 1927 Michigan Code of Criminal Procedure (MCL 777.14a) to expand the list of felonies covered by sentencing guidelines.

Adds sentencing guidelines for welfare fraud offenses including obtaining over $500 by failure to inform, with a maximum sentence of 4 years.

Adds sentencing guidelines for multiple Medicaid fraud offenses (false statements, kickback/referral fees, false claims, conspiracy) with maximum sentences ranging from 4 to 10 years.

Adds sentencing guidelines for adult foster care violations including operating unlicensed facilities and maintaining operations after licensure refusal, with maximum sentences of 2 to 5 years.

Adds sentencing guideline for providers' failure to report arraignment, classified as a public order offense with a maximum sentence of 2 years.

Bill is contingent on the enactment of Senate Bill No. ____ or House Bill No. 5244 of the 95th Legislature.
