Adds Section 19d to Chapter XIIA of the 1939 Probate Code to allow individuals to access parental rights termination investigation records and birth records under specific circumstances.

Permits access when an individual verifies through historical evidence that a parent's parental rights were terminated under section 2(b) or voluntarily relinquished as part of a plea agreement related to termination proceedings.

Allows access to records even if the individual has been adopted, provided they can verify the parent-child relationship.

Defines historical evidence to include death certificates, birth certificates, public records showing parent-child relationship, and other evidence normally admissible under court rules.

Bill effectiveness is contingent upon enactment of Senate Bill No. ____ or House Bill No. 5948 of the 95th Legislature.
