HB 5948 Summary

• Amends MCL 333.2882 to allow adult adoptees to obtain a copy of their original birth certificate upon written request and payment of a fee.

• Requires adoptees to provide either a central adoption registry clearance reply form completed by the Department of Human Services or a court order issued under MCL 712A.19d as proof.

• Allows confidential intermediaries appointed under MCL 710.68b to obtain copies of original birth certificates for adult adoptees they represent with certified proof of appointment and identification of the adoptee.

• Requires all copies of original birth certificates issued under this section to be marked with the phrase "This document is a copy of a sealed record and is not the active birth certificate of the individual whose name appears on this document."

• Takes effect only if Senate Bill No. ____ or House Bill No. 5947 is enacted into law.
