Requires state and local governmental entities operating incarceration facilities to submit reports to the Secretary of State by June 1 of decennial census years, including names, demographics (age, gender, race), and last pre-incarceration addresses of all incarcerated persons counted in the federal census.

Directs the Secretary of State to adjust federal census population counts by removing incarcerated persons from the geographic units where facilities are located and reallocating them to their last residential addresses before incarceration.

Requires the Secretary of State to prepare and disseminate adjusted population counts to all relevant geographic units by September 1 following release of tract-level census data.

Mandates that state governmental bodies use the most recent adjusted population counts when redistricting any election districts subject to the one-person-one-vote requirement.
