Requires permittees to notify all affected surface owners of any spill or release that must be reported to the department, concurrent with notice to the department.

Maintains existing requirement that persons obtain a permit to drill and operate from the supervisor of wells before drilling oil or gas wells, secondary recovery wells, salt water/brine disposal wells, or hydrocarbon storage wells.

Requires permit application fee of $300.00 to be forwarded to the state treasurer for deposit in the appropriate fund.

Requires supervisor to make available weekly to any person information about permit applications including applicant name and address, well location, well name and number, proposed depth and formation, surface owner, and whether hydrogen sulfide gas is expected.

Requires supervisor to provide permit application information to the county and to any city, village, or township with population of 70,000 or more where the well is proposed; allows these entities to submit written comments and recommendations for the supervisor to consider.
