Amends the 1987 Transportation Economic Development Fund Act to add definitions for transit-oriented development and transit-oriented facilities as eligible uses of the economic development fund.

Defines "transit-oriented development" as infrastructure improvements within 1/2 mile of a transit station or facility that promotes transit ridership or passenger rail use.

Defines "transit-oriented facility" as a facility that houses a transit station in a manner promoting transit ridership or passenger rail use.

Adds definitions for "advanced traffic management systems" using technology to monitor and manage real-time traffic flow through detection, communications, and information processing.

Became effective immediately upon approval by the Governor on December 14, 2010.
