Amends the definition of "renewable energy resource" in the Clean, Renewable, and Efficient Energy Act to explicitly include municipal solid waste and shingles, whether or not commingled with other waste.

Adds geothermal energy, kinetic energy of moving water (including waves, tides, currents, and water released through dams), biomass, solar and solar thermal energy, landfill gas, and wind energy to the list of qualifying renewable energy resources.

Clarifies that renewable energy resources come from the sun, water, wind, or the thermal inertia of the earth and must minimize toxic material output during energy conversion.

Excludes petroleum, natural gas, coal, and nuclear energy from the definition of renewable energy resources.

Maintains restrictions on hydroelectric facilities (excluding pumped storage and facilities with dams constructed after October 6, 2008, except for repairs, replacements, or efficiency upgrades) and incinerators (limiting to municipal solid waste incinerators brought into service before October 6, 2008).
