Renames the "Commission of Natural Resources" to the "Natural Resources Commission" and updates related department terminology to "Department of Natural Resources and Environment" throughout the act.

Changes the Natural Resources Commission's role from heading the department to providing advisory capacity to the director on conservation policy matters, while retaining certain appellate authority.

Requires commission members to have purchased at least 2 hunting or fishing licenses during the appointment year and each of the 4 preceding calendar years, with verification provided to the governor and senate leadership.

Mandates that by December 31, 2010, one commission member must also serve on the Commission of Agriculture.

Transfers appointment and employment authority for the department director from the commission to the governor, who appoints the director to serve at the governor's pleasure rather than the commission's pleasure.
