Adds provision allowing school district chief executive officers to issue orders excluding public school administrators from public employee protections if deemed in the district's best interests by April 9, 2000.

Permits informal discussions between school district leadership and public school administrators regarding wages and working conditions even when administrators are excluded from public employee status.

Requires that bargaining units consist only of actual public employees; declares any bargaining unit formed in violation of this requirement invalid and void.
